it's Saturn from Team Galactic from Pokemon Diamond/Pearl.
i really like this one!

because he's one of my fav characters!

i tried to make the picture very dramatic with very contrasting colors.
i think it worked ok. not great but ok.

though the one part that annoys me is the hands.
the way i colored it makes it look like he has liver spots.
